Concerned citizens are speaking out.  There are school boards that are telling citizens how they are to conduct themselves during board meetings.  However, a quote from the United States Supreme Court 1964 Case ‘New York Times vs Sullivan’ shows that personal criticisms of members of the Board of Education or employees of the school district are in fact constitutional.

Justice Brennan further noted, the United States is founded on the "profound national commitment to the principle that debate on public issues should be uninhibited, robust, and wide-open, and that it may well include vehement, caustic, and sometimes unpleasantly sharp attacks on government and public officials."[1]
