Below are some bills and related testimonies that affect public schools in the state of Ohio.  Links to the Ohio Legislature (www.legislature.ohio.gov) are included for more information regarding the content and status.

  • What is Comprehensive Sexual Education (CSE)?
    According to the "International technical guidance on comprehensive sexual education [1], [2]", "Comprehensive sexuality education is a curriculum-based process of teaching and learning about the cognitive, emotional, physical and social aspects of sexuality [3]." CSE goes much further than teaching your child about the biology of sex. CSE "aims to equip children and young people with knowledge, skills, attitudes and values [3]" regarding sex and sexuality.
  • When did CSE start?
    In 2012 the Future of Sex Education (FoSE) partners wrote the "National Sex Education Standards (NSES)." The NSES were originally developed "to address the inconsistent implementation of sex education nationwide and the limited time allocated to teaching the topic. [4]" The FoSE partners include: Avocates for Youth, Answer, and SIECUS: Sex Ed for Social Change. [5] In 2018 the United Nations Educational, Scientific and Cultural Organization (UNESCO) published a document entitled: "International technical guidance on sexuality education [1], [2]." In 2020, FoSE released a second edition: "the updated NSES have been written with a trauma-informed lens; have been infused with principles of reproductive justice, racial justice, social justice, and equity; address social determinants of health and how these can lead to inequitable health outcomes; and take an intersectional approach. This edition uses less cis and heteronormative language that reflects a broader range of relationships and identities. [4]
  • Were parents involved with the formation of the CSE?
    No. Parents were not identified as stakeholders consulted in the process. [2], [4]."
  • Is Comprehensive Sexual Education mandatory in Ohio schools?
    No. There is NO REQUIREMENT to teach sexual education in Ohio beyond Section 3313.6011 which pertains to instruction in venereal disease education emphasizing abstinence [6].
  • When did Comprehensive Sexual Education start in Ohio?
    The BV Transparency Group is unsure of the extent to which comprehensive sexual education is taught in Ohio schools. According to the National Sex Education Standards, second edition "the Centers for Disease Control and Prevention’s (CDC’s) School Health Policies and Practices Study (SHPPS), 41.3% of districts in the US have adopted the NSES. [4]"
  • Is Comprehensive Sexual Education in Bay Village Schools?
    The BV Transparancy group is researching the sexual education cirriculum in the BVSD. We will provide updates as we learn more.
